Excellent site ,your observations on your budgie echo my own i have budgies for long time now .Currently Bluey the Third is in residence ,his talking and antics are similar to Victor and he adds new ones by the day but still gives a nip if he is distracted from playing ,and squarks loudly if i go out the room ,or stop him from attempting to share my food! yes they all have personalites but some more than others .A previous bird did nothing ,and killed a second bird that was cage sharing!
