If your PSA number gets to 0.2 and is on an upward trend then they will recomend you get salvage radiation treatment.
They really like to see < less than .01. The fact that you don't have the less than .01 means you either still have a bit of prostate cells or prostate cancer cells in your body. Your results are very common even after successful treatment. As long as your next PSA is .03 or below then they would probably put you on 6 months testing then annual testing. Your PSA can bounce around a lot and may even get as high as 0.2 without it requiring salvage radiation treatment.
P.S. - Salvage radiation treatment for me was very easy. Nothing compared to what I feared.
What Frank says is correct. But you should alos know that ultra-sensitive PSA tests (which is what you are getting now) are not always accurate - see ULTRA-SENSITIVE PSA
