I would explaing your policy to the parents (but they should already know) and how it is a policy that applies to ALL children in your daycare. You must be fair to everyone and if tables were turned, they would want their child to be treated fairly as all the others are. Suggest that if they don't feel their child is getting enough to eat, they can supply a snack bag for their child with something extra. You can tell the other children if they see the other child with a bag that is was sent by their Mom because he didn't get a special cookies like everyone else for good behaviour (and be specific with the other parents to send something nutrious not cookies but carrots, yogurt or raisins etc.)That way the child is not really being rewarded for not following the rules if it is a non-treat item.
