Message:   I think what you may be remembering is a project which was set up at the National Waterways Museum at Gloucester. I think it is still ongoing but there is already a substantial body of material available. However, i don't think it is directly veiwable online - I think it is aimed more for research purposes and therefore you need to make contact with the museum to view whatever is of interest.

There are, of course, many web sites which are accessible but they usually relate to more specific canal/waterway subjects or regions. Bugsworth Basins springs to mind as an example.
