Turn off computer is missing and Taskbar is disabled

I have a new PC running Windows XP service Pack2. Since having a crashed application I seem to have lost the turn off computer option and the taskbar is greyed out. Ctrl alt delete will display the taskmanager dialog but everything is greyed out. Have I lost my profiles administrator rights ???

See if you start your computer into safe mode. Create another user with administrator privileges and use that account to access your machine.

Next download Startup Control Panel utility from MLIN.net. See what programs are getting loaded during startup. Disable or remove any suspicious looking programs.

If your registry has been corrupted, then you will need to restore it from a backup (that is if you have made one). Otherwise, a reinstall is probably in order.
